Key constraints:

  • Federally Regulated Items must ship to a Receiving Dealer, not directly to the Buyer.
  • The Receiving Dealer must be in the Buyer’s home state (in most cases).
  • Dealers may opt-out of certain transfer types.
  • NFA Items require additional qualification checks.
  • The Seller cannot legally ship until license documents are received and verified.

Without automation, Sellers must:

  • Collect and verify licenses manually
  • Communicate repeatedly with Receiving Dealers
  • Delay shipment until documentation is complete
  • Track compliance records

1. Allow Normal Shopping Behavior

Buyers should be able to add items to the cart without immediately encountering licensing friction.

2. Track Regulated Items in the Cart

The cart should evaluate products using category mappings to determine whether a Receiving Dealer must be selected.

3. Prompt for Dealer Selection When Required

If the cart contains Regulated Items:

  • Prompt for ZIP code during checkout
  • Display nearby Receiving Dealers

4. Filter Dealers Correctly

Dealer results should automatically exclude:

  • Dealers without current\valid FFL Licenses
  • Dealers not qualified for the Item in the cart
  • Dealers opted-out of relevant transfer types
  • Dealers who do not meet Seller-defined criteria

5. Present Sufficient Dealer Information

Dealer cards should include:

  • Transfer fees
  • Contact information
  • Reviews (if available)

Buyers should not need to leave checkout to research dealers.

6. Record Shipping Information

Once selected:

  • The Receiving Dealer’s preferred shipping address must be recorded for Regulated Items.
  • Non-regulated items should be split into a separate consignment and shipped to the Buyer’s home.

7. Post-Checkout Compliance

After order placement:

  • Dealer and Seller licenses must be validated.
  • The Receiving Dealer should be notified of the incoming transfer.
  • License and compliance documentation must be stored with the order.
